National Identification Code (CIN): A Mandatory Requirement Starting in 2025
Starting from January 1, 2025, the National Identification Code (CIN) is mandatory for all accommodation facilities, both professional and private, offering short-term tourist rentals using their own properties. Compliance with this regulation is essential to avoid fines and ensure that your activity operates lawfully.
Penalties for Non-Compliance- Absence of CIN: fines ranging from €800 to €8,000.
- Failure to Display CIN: fines ranging from €500 to €5,000, applicable if the code is not visibly displayed outside the property or not included in any published advertisement.
- Online Portals and Real Estate Intermediaries: fines ranging from €500 to €5,000 for failing to include the CIN in rental advertisements.
Major booking platforms have already announced plans to suspend listings for properties without the required code, effectively preventing non-compliant properties from being advertised.
CIN and Tax ReturnsThe CIN must also be included in tax declarations (REDDITI, 730, and CU forms) and applies to:
- Residential properties intended for tourist rentals.
- Properties used for short-term rentals.
- Hotel and non-hotel accommodation facilities.
Additionally, real estate intermediaries are required to report, by June 30 of the following year, the details of short-term rental contracts, including the CIN.
Updates from the New Tourism Act in TuscanyThe new Tourism Act (Regional Law 61 of December 31, 2024), which came into force on January 8, 2025, introduces significant updates in Tuscany. This comprehensive framework regulates aspects such as tourism governance, accommodation facilities, short-term rentals, tourism professions, tourist transport, and promotion systems.
Among the most notable changes is stricter regulation for those offering short-term tourist rentals, with more rigorous rules requiring close attention from all operators in the sector.
