After discussing free building works, a natural question arises: when is a permit required?

Not all works can be carried out without communication: some require a building authorization. Understanding the difference between CILA, SCIA and the Building Permit is essential to avoid fines or work stoppages.

 

 

CILA (Comunicazione Inizio Lavori Asseverata) – Certified Notice of Commencement of Works

 

This is the simplest procedure.

It is required for internal works that do not affect structural parts and do not change the building’s use.

 

Examples:

    •    Renovating bathrooms and kitchens with partition wall changes.

    •    Installing new electrical or plumbing systems.

    •    Creating light mezzanines or false ceilings.

 

 

SCIA (Segnalazione Certificata di Inizio Attività) – Certified Notification of Activity Start

 

Necessary for more significant works, possibly involving structural changes.

The main difference: work can start immediately, but the Municipality has 30 days to stop it if non-compliant.

 

Examples:

    •    Opening new windows.

    •    Changing use without construction works (e.g., office to shop).

    •    Structural alterations.

 

 

Building Permit (Permesso di costruire)

 

The most important authorization, required for new buildings, extensions, and major transformations.

Always needed when creating new volumes or changing the building’s shape and elevations.

 

Examples:

    •    Building a new house or outbuilding.

    •    Vertical extensions.

    •    Constructing underground garages.

 

 

Timeframes and penalties

    •    CILA → immediate communication, work can start right away.

    •    SCIA → work starts immediately but under conditional municipal review.

    •    Building Permit → longer processing times (average 2–3 months).

 

 Starting works without the right title leads to administrative fines and, in severe cases, criminal penalties.
