The transformation into law of the Advance Decree has given rise to the National Identification Code (CIN), involving hospitality businesses and tourist rentals. The issuance of the CIN will be managed by the Ministry of Tourism through a telematic platform. The Tuscany Region has yet to formalize the transition from the ISTAT code to the regional identification code.

The procedure to obtain the CIN will require a specific telematic application submitted by the lessor or the owner of the structure. Owners of lodging facilities must provide a self-certification of cadastral data, while those managing rentals must demonstrate possession of specific safety devices within 60 days of the notice being published on the Ministry of Tourism's website.

The CIN must be displayed outside the rented building and indicated in advertisements and communications. The submission of the SCIA is required for those managing more than four apartments. Penalties are provided for those who do not use or display the CIN (ranging from 500 to 5,000 euros per violation), do not submit the SCIA (from 2,000 to 10,000 euros), do not possess the CIN (from 800 to 8,000 euros), or offer rentals without meeting the specified requirements (from 600 to 6,000 euros).

Checks will be carried out by the municipal police, and the resulting revenues will fund projects related to tourism and waste management. Possible data cross-references between databases may lead to stricter measures by agencies such as the Revenue Agency and the Finance Guard.
